About the Forklift Licence

Operating a forklift without a High Risk Work Licence (HRWL) is illegal in Australia and carries significant penalties for both the operator and the employer. The licence requirement applies across all industries — warehouse, construction, manufacturing, retail, and logistics.

TLILIC0003 Licence to Operate a Forklift Truck is the nationally recognised unit of competency. The training covers pre-start checks, load handling, safe operation, and hazard management. Assessment includes both a written component and a practical driving test.

Important: completing the TLILIC0003 course is only the first step. After you pass the assessment, you must apply to SafeWork NSW for your HRWL. The RTO provides you with a Notice of Assessment (Form 1263), which you submit with your HRWL application. The HRWL costs an additional fee payable to SafeWork NSW and is valid for 5 years.

How long does a forklift licence (HRWL) last?

A High Risk Work Licence for forklift operation is valid for 5 years from the date of issue. You must renew it before it expires. Renewal does not require you to redo the full course, but you must apply to SafeWork NSW before your licence lapses.

Can I do the forklift course online?

No. The forklift licence course requires hands-on practical training and a practical driving assessment under supervision. There is no online-only pathway to a forklift HRWL in Australia. All training must be delivered face to face by a registered training organisation.
